I've lived here all my life and never seen one like that! There are a few steep ones but that's grade is impossible!

Looks like the grade would have been better but the city required side walks to be 3 feet from the street.. You can see where they had to excavate to make room for them. Poor planning and lack of common sense by inspectors that could have seen that requiring the sidewalks be done like this made a bad situation worse.
